NCDC’s Low Income Tax
Payer Clinic (LITC)
NCDC has
received funding from the Internal Revenue Service to
offer a Low Income Tax Payer Clinic. The program’s
focus is:

to inform Hispanic and other taxpayers for
whom English is a second language (ESL) about their
Federal taxpayer rights and responsibilities and to
provide basic representation services.
·
to provide information on the Individual
Tax Identification Number (ITIN).
·
to offer tax education workshops to
educate individual tax payers about earned income tax
credits (EITC), Child Tax Credits (CTC) and other tax
benefits for which they may qualify.
·
To offer financial literacy training to
low income tax payers as a first step toward asset
accumulation.
·
to assist tax payers involved in
controversies with the IRS. Although, we will not be
representing these clients in court, we will provide
basic representational services in attempt to reconcile
the controversy. This may include assistance to a
non-filer to find the resources to prepare a previous
year’s return; preparation of an amended return; and
refer clients, as necessary to Legal Aid or other LITC
clinics that have legal representation.
The
guidelines are:

All clients must have incomes that do not
exceed 250% of the poverty guidelines.
·
An intake application will be completed by
client.
·
The LITC can not take controversy cases
that exceed $50,000 per controversy per year.
·
All services are free.
